Cuts to social services threaten public safety, says Temple's Jerry Ratcliffe

Gov. Corbett's proposed cuts in funding for mental-health and other social services in the city have wider implications that should worry Philadelphians, wrote Temple criminologist Jerry Ratcliffe in an opinion piece. "Just as the emergency room is not a cost-effective replacement for a primary-care physician, the Police Department should not be deployed in lieu of effective human services," he wrote.
