A lawsuit over equal education funding pits the near-bankrupt school district of Chester Upland against the state. Susan DeJarnatt, a professor at Temple’s Beasley School of Law, said the court has said it could not force a standardized funding formula on states and local districts as long as students were receiving some form of classroom education.
