Blaming schools will not stop violence

The Philadelphia Inquirer's weeklong series on violence in the school district has raised several questions, including, "Who is to blame?" According to columnist Annette John Hall, there are plenty of people to blame, but if placing blame is as far as it goes, students will continue to fail. Will J. Jordan, professor of urban education at Temple, agrees. "We tend to see these kids as hardened criminals," he said. "If that's our stance, then our goal is to police them better, install more surveillance cameras, more metal detectors, more police. But I don't see much evidence that when you do that, violence goes down."
