Healthcare policy experts say new rules under the Affordable Care Act will have minimum impact on Flexible Spending Accounts (FSAs), which allow workers to set aside pre-tax dollars through their employers to pay out-of-pocket health care costs. Thomas Getzen, a professor of risk, insurance and healthcare management at Temple's Fox School of Business, said that FSAs and similar accounts will eventually die out. He predicts as more Affordable Health Care Act provisions go into effect, such as free preventive screenings, people will be less inclined to go through the time and paperwork required for filing a small claim.
