On Wednesday Pennsylvania Gov. Ed Rendell's administration named Harrisburg's Act 47 coordinator, the independent overseer tasked with helping the cash-strapped city dig out from its $282 million incinerator debt and other management problems. The Act 47 team will have 90 days to draft a recovery plan that could include new taxes, service cuts, sales of assets and more. Analysts say Act 47 is worth a try in Harrisburg. "It's the tool that we have, and it has sort of stopped the bleeding for a lot of cities and kept things from getting worse," said Joe McLaughlin, who heads Temple's Institute of Public Affairs.
