Immigration opponents say that switching to alternative means of custody, such as ankle bracelets, and providing more detainees with lawyers will cause immigrants to linger in the system longer. Jan Ting, a law professor at Temple, agrees this could slow the process and raise costs because it could increase the instances when immigrants failed to show up at their hearings. “Only those who have worked on the government side have any appreciation of how difficult and expensive it is to try to enforce our immigration laws,” he added.
