Even though New Jersey and Pennsylvania have Republican governors, polls show GOP presidential contender Mitt Romney trailing President Obama in both states. "It seems that a substantial number of the people who don't turn out in governors' elections are Democrats -- a more substantial chunk than the chunk that is Republicans," says Michael Hagen, an associate professor of political science at Temple.
