Private investment in student housing is spurring "a renaissance" of North Philadelphia west of North Broad Street. In the last decade, Temple's student enrollment has grown dramatically while the percentage of students who commute has decreased. "The strategy was that the private market would provide the housing" for the increased numbers of students who are choosing to live near Main Campus, said Kenneth Lawrence Jr., senior vice president for government, community and public affairs. That assumption, wrote Vernon Clark, was "spot-on." To help accommodate the growing residential student population, Temple will build a $148 million high-rise residential, dining and retail complex — part of the Temple 20/20 framework plan.
