While both the Souderton Area and North Penn school districts have programs in place to put a stop to bullying, the deep-seated problem persists, often with devastating results both for the victim and the bully. Frank Farley, a psychologist at Temple, is pessimistic that bullying can be eliminated, no matter how well-meaning school-based programs are. "It's gone on for as long as we've had schooling," Farley said. "Today its extent is greater than in the past. Kids can bully online. It's going to be hard to stamp out bullying because of the new form. I don't think it's going to go away any time soon."
