Japanese Prime Minister Naoto Kan met his military chiefs ahead of a review that could lead to the biggest changes in defense policy in years, including easing restraints imposed by a pacifist constitution. A panel of experts is likely to issue recommendations this month for a policy review expected by year-end. Japan's ruling party has pledged to seek more equal ties with Washington while also improving relations with Asian neighbors, who could be upset that Tokyo is flexing its military muscle. "We might see the language (of the recommendations) toned down slightly from last year," said Phil Deans of TUJ.
