Temple's Institute for Public Affairs just published the first volume of The Temple Papers on the Pennsylvania General Assembly. The study uses recent data showing that only California spends more than Pennsylvania on legislative services. The project doesn't take sides on size. It offers pros and cons. Joseph McLaughlin, director of Temple's Institute for Public Affairs, says it presents lawmakers with a "self-examination that gets the facts out."
