Under a bill put forth by Councilman Goode, anyone who leases from a business getting a Philadelphia subsidy would also have to pay a higher wage. But Jan Ting, a professor at Temple's Beasley School of Law, says those higher wages may drive businesses out of town. "There is a tradeoff," Ting said. "You can improve the lives of some people incrementally, but at a cost of reducing the number of new jobs that are created, and so which way does council want to go?"
