The word "retarded," once used to describe a person with cognitive impairment, is slowly being removed from organizational and government language. The preferred term, "intellectual disability," has become more prevalent when referring to people and services. Celia Feinstein of Temple's Institute on Disabilities said it's a slow process, but there has been progress. Delaware County, for example, recently changed the name of its Office of Mental Retardation to the Office of Intellectual Disability — a move Feinstein applauds.
