The American Civil Liberties Union of Pennsylvania has filed a lawsuit on behalf of eight men who they say were subject to illegal searches since the City of Philadelphia implemented its stop and frisk policy. "It's part of a broader question of how do you want policing done in a high crime neighborhood?" said Jerry Ratcliffe, professor and chair of Criminal Justice at Temple. "We are not trying to increase the arrest rate. We are asking the police to be proactive and preventive and to increase the credible risk that, if you carry a gun, there is a greater chance you will be stopped and arrested."
