A federal appeals court on Thursday upheld a lower-court ruling striking down ordinances adopted by the city of Hazleton, Pa., that banned illegal immigrants from renting housing or being employed there. The appeals court in Pennsylvania found that Hazleton had clearly overstepped its bounds. Peter Spiro, a professor at Temple's Beasley School of Law, said: "The court is saying that immigration is something the federal government has given careful consideration and the result is a very intricate federal regime. The local measures interfered with that regime, and that's not OK."
