Temple Law's Peter Spiro on military action in Libya
Peter Spiro of Temple's Beasley School of Law testified before the Senate foreign relations committee on the issue of military action in Libya and the War Powers Resolution. "In my view U.S. participation in the Libya operation has been lawful. The president had constitutional authority to initiate U.S. participation without advance Congressional authorization. That participation continues to be lawful," Spiro said.
