Temple University's Institute for Public Affairs (IPA) is publishing on its website a five-volume study, "The Temple Papers on the Pennsylvania General Assembly," an ambitious, multi-year project. This comes as lawmakers debate whether to reduce the size of the Legislature and to approve a controversial redistricting plan. The scholarly, non-partisan project was co-managed by the director of Temple’s IPA, Joseph McLaughlin.
