The small borough of Hatboro is making headlines after the mayor vetoed a measure that would have created a town commission on human relations, saying it will cost the borough money to enforce penalties as a result of bias claims based on race, gender and sexual orientation. There are now 17 such commissions throughout the state. Lee Carpenter, an assistant professor at Temple's Beasley School of Law, said, "I do think that the mayor makes a point, that in order to give these ordinances any teeth at all, there have to be significant resources directed to them."
